CANDIDATES FILE FOR CITY SEATS

Interest High in 1st, 3rd, 6th, 12th Districts
Donovan, Davis Only Incumbents to Get a Free Pass

The City of Milwaukee Candidate Filings are before me, and the race is on. Of all elected city officials, only Ald. Bob Donovan of the 8th district and Joe Davis Sr. of the 2nd stand unopposed for re-election.[Davis had two announced opponents who failed to file papers. Ald. Ashanti Hamilton of the 1st district scored 5 opponents. Nine vie for the 3rd district seat vacated by Ald. Mike D'Amato, while a dozen have set their sites on the coveted 6th district seat held by Ald. Michael McGee, who submitted his papers from jail. Rosa Cameron's papers were not accepted since they lacked the minimum submission requirements. What notary would certify any document attesting to the truthfulness of her assertions? Nor was P. Elizabeth Coggs-Jones' name among those in the 6th, although her kin Milele A.Coggs turned in her papers. Ald. James Witkowiak (12th) faces five opponents, including Angel Sanchez, who plays Benjamin Harrison to his Grover Cleveland, being sandwiched as he is between Witkowiak's terms. But Harrison gave it up eventually, as I recollect. Other names you might have heard of include Bradley DeBraska in the 13th, and not a whole lot of others.
Primary Election Day is Tuesday, February 19th, 2008, but Alds. Robert Bauman (4th), James Bohl, Jr. (5th),Robert Puente (9th), the aforementioned Donovan and Council President Willie L. Hines, Jr. (15th) will face the electors on the date of the general election, Tuesday, April 1st, 2007.

People who made a noise about running, got their names in the paper, but did not file papers include Patricia Daugherty-Bergmanis (1st), Morris Allen, Jr. (2nd), Richard L. Michi (2nd), Andrew J. Twist (3rd), Andrew B. Haynes (6th)*, David D. King (6th), Ronald Hunter (12th), Victor Ray (12th), Andrew B. Haynes (15th)*, and Erick Scoglio, who wanted to be your mayor. They have aptly demonstrated that their future obscurity is well deserved.
*Yup. Same guy.
[Again, here are the filings for you to inspect. The yellow names are pending certification. The greenies have been certified, and the whiteys never submitted their papers. Thanks to the efficient City of Milwaukee Election Comminssion for providing this information in a timely fashion and in a coherent format. The County e-mailed me something from December 28th, which certainly will not do! The county has digital problems, which is no surprise when you consider where their digits are usually stuck over there. --Ed.]

Why Can't We Have Chicago-style Politics?

Former Alderman Rosa Cameron announced today, Wednesday, January 2nd, 2008, that she has embarked on a "civil disobedience campaign" and "civil rights protest" on an "issue of blatant discrimination."
What's the injustice? Felons like herself can't hold public office.
The convicted thief was sentenced to federal prison in February 2003 after pleading guilty to diverting funds from a community organization. According to Bureau of Prison data, she was released in November 2003.
She describes herself as a "Community Specialist Consulting" but she really wants her old job back. She says she is "running a campaign to reclaim her old seat on the common council even though she has been told that she can not run because she is a convicted felon."
"Cameron considers the law preventing felons from both voting while they are actively on paper and holding office even after they have served their debt to society as Jim Crow legislation akin to Poll Taxes and Literacy Test." The press release proudly notes that "Ms. Cameron is Off Paper, she is allowed to vote by the Wisconsin law, but can not hold office after serving her time."
Although Milwaukeeworld will grant that a literacy test could have proved quite an insurmountable hurdle for Ms. Cameron, there is a sort of logic to her constitutional argument.
  • What right does the government have creating laws to protect the public from those who break laws?
  • Why must the public payroll be reserved for those who have not violated the public trust?
  • Why are asylums not run by the lunatics who reside within?
These questions are addressed by Ms. Cameron in her manifesto, in which she finds allies with such other pioneers of civil rights as Henry David Thoreau, Mahatma Gandhi and Martin Luther King, who might be surprised to find themselves conscripted into this cause.
"Cameron said that if Civil Disobedience is needed to protest unjust laws, then she would have to be Civilly Disobedience (sic) and attempt to file for public office what she considers to be an unjust law as Martin Luther King did a few decades ago to help turn this country around. ... Ms. Cameron expressed shocked (sic) and disbelief that no one had started a civil rights protest on this issue of blatant discrimination before." [What were Thoreau, Gandhi and King wasting their time on?--Ed.]
"Rosa Cameron declared that if denied the right to file her candidacy, she would run as a write in candidate because she believes so strongly in the issue of ending all unjust forms of Jim Crow legislation."

COULD USE THE MONEY TO PAY HER DELINQUENT PROPERTY TAX

It is hard to calculate the benefits to the public if Ms. Cameron would be able to regain her seat. However the steady income, plus whatever she could graft, would enable her perhaps to begin making tax payments. Not Poll Tax -- Property Tax.
Cameron owes $4,851.68 for the year 2007, and is delinquent $4,851.68 for 2006. According to city records, her residence is in Willie Wade's 7th aldermanic district. But Rosie's gunning for the 6th district seat held by incumbent Michael McGee, for whom she might prove to be a handy precedent someday.
As Cameron says, with the logic that ranks her with the political philosophers of the ages: "This issue should loom large with the constituent (sic) of the 6th district no matter which side you take on the issue of voting rights with the current alderman in jail."
Alas, Illinois law is much advanced over Wisconsin's in this matter, having no prohibition against felons holding office. Our state's ban can be found in Article XIII Section 3 of the Wisconsin Constitution, amended in November, 1996 especially to tighten the laws against rascals like Ms. Cameron holding offices of public trust.
In fact, even if Ms. Cameron had been convicted of a misdemeanor on the counts brought against her in either a state or federal court, she would still be ineligible to run for office in Wisconsin since the charges involved a violation of public trust. As of this writing Rosa Cameron has not filed a form EB-162, or Declaration of Candidacy. She has until 5 p.m. to do so. However, it probably is a crime for her to submit such a document, since in it she must swear that she is eligible to run and has not been convicted of any felony in any court in the United States of America or of any misdemeanor involving the public trust for which she has not been pardoned.

Rosa Cameron is in the hallway at the very busy City Election Commission at this moment, staff reports. Will she file her papers in the next 28 minutes? Will the D.A. bust her if she does so? Stay tuned as milwaukeeworld stays late. 6:30 p.m. Ms. Cameron submitted her papers to the election commission this afternoon as threatened, according to Election Commissioner Sue Edman. She said she told Cameron she would not be on the ballot because of her felony conviction. "But she insisted I accept the papers," Edman said. In any event, "they were not notarized," as required by law. Ms. Cameron's bizarre political theater, unlike her earlier exploits, did not rise to the level of a crime, it appears. However, election commission workers had more important chores to undertake at the time she was performing her stunt. There were no television cameras present, Edman said. But a Journal Sentinel reporter was. -Ed.]

SUNDAY WSJ SAYS M&I HALTS DIVIDEND IN ERRONEOUS STORY


According to a chart in the print edition of the Sunday Wall Street Journal, as found in the Milwaukee Journal Sentinel on December 30th, 2007, M&I Corporation was listed in as being among a number of companies that have cut back or eliminated their dividends over the past year.
The article, entitled, "Dividends, Buybacks Feel the Squeeze" by Scott Patterson, notes that a number of ostensibly blue chip companies have been lessening their payouts due to the aftereffects of the subprime mortgage mess.
However, Marshall & Ilsley is not among them. It paid its regular $.31 quarterly dividend on December 14th, 2007. (See for yourself.)
As Milwaukeeworld reported to you on Tuesday, April 24th, 2007, the $1.24 dividend declared by the M&I board on that day in fact represents a 14.8% increase in the payout.
The Wall Street Journal's error was doubtless due to carlessness. As pointed out in the milwaukeeworld posting, M&I was in the process at the time of divesting itself of Metavante Technologies, Inc., its data subsidiary. The M&I board announced at that time that while the bank would be expected to continue paying dividends, Metavante would not be expected to pay dividends. Metavante [MV] began trading on November 5th, 2007.
So, it's O.K. mother: you have nothing to worry about. And shame on you Wall Street Journal for throwing Milwaukee's widows and orphans into such a panic!

The Rush to the Race Continues

Candidates have until 5 p.m. Wednesday, January 2nd, 2008 to submit their nomination papers for inclusion on the Tuesday, April 1st, 2008 general election and the Tuesday, February 19th, 2008 primary (if needed).
Pedro Colon has sent an e-mail to his supporters telling them to hand in the signatures they have collected. He tells them to drop them off in the campaign office, or what the hell, meet him at Steny's, 800 S. 2nd St. from noon to 2 p.m. on New Year's Day. [Update: Wednesday, January 2nd, 2008-- Colon submitted 3,000 signatures according to a press release from his campaign.--Ed.]
Joe Klein, who is trying to force a primary in the County Executive race, says he's still short of his needed signatures, and has planted himself at City Hall again today to ask taxpayers for their support as they wait to pay their property tax bills. He says he made his nomination papers very downloadable (you can get them here), but has had to do the heavy lifting himself. Last time around, he said he had support from Green Party members and other activists. Now, after finishing a tour of duty in Iraq, he says he's lost support from many of those folks who think he's gone Republican or something. I suppose if Joe had refused to report for duty and ran his campaign from the brig, these folks would be all over his campaign. [Update: Wednesday, January 2nd, 2007 -- Joe Klein has announced he will not run and has thrown his support to Lena Taylor. Jack Hohrein has also said he will not submit sufficient signatures. If Curtis Bolton fails to submit signatures as well, there will be no primary between Walker and Taylor.--Ed.]
Other candidates have told milwaukeeworld that they have got their signatures in. John Connelly, running for the vacant 3rd aldermanic district seat, got his in early. ... Sebastian Raclaw, running in the 13th supervisory district submitted his Friday, as did Brad DeBraska, running in the 14th aldermanic district. Raclaw plans a gig at Tutto, 1033 N. Old World Third St. on Tuesday, January 15th, 2008, with special guest Scott Walker. ... Also, up in the 3rd aldermanic district, Sam McGovern-Rowen plans an event January 7th, 2008 at Cafe Hollander, 2608 N. Downer Ave.
