TEEN GAY SEX CHARGES DROPPED AGAINST BROWN COUNTY GOP EX-HEAD

, 37, has resigned as the chairman and treasurer of the Brown County Republican Party even though the District Attorney there dismissed five counts of
teen gay sex charges against him on October 29th.
Despite this lucky break, Fleischman merited inclusion in the 311th weekly edition of the Top Ten Conservative Idiots, as published by the Democratic Underground site, where he shared honors with Larry Craig and others, not all of whom, to be fair, have been accused of toiletary and juvenile improprieties of a criminally sexual nature.
According to police reports, [see below] Fleischman lived quite near a juvenile facility in Green Bay where he got friendly with some runaways from the home, then aged 16 (now 17), and provided them a place to bunk. [See just how near, here.]
One, identified as A.C.O., was reported missing from the Ethan House facility on November 18th, 2006. Officers searching for A.C.O. knocked on Fleischman's door, and were admitted to his home. During a search of the property, A.C.O. was located in an upstairs closet (!) "wearing nothing but a t-shirt and underpants." (His clothing was downstairs in a bathroom.)
A.C.O. said Fleischman told him and a friend "he [Fleischman] could smoke pot all day or any time he wants to and showed them a one-hitter pipe he kept in his pocket." Fleischman also mentioned his cable TV, computer and PS2 game console, along with the availability of a spare bed for the boys to the boys. He told the boys "it would be cool for him [Fleischman] to have two sixteen year old roommates and stated he would even do their laundry for them." Does that pass the smell test?
Police took notes, but filed no charges against Fleischman at the time. However, they were back on December 8th, looking for the runaways again, and once again found A.C.O. in Fleischman's home. By that time Fleischman and A.C.O. had spent an evening in an in Appleton hotel and a weekend up in Fleischman's grandpa's cabin up north where they watched TV, ate food, smoked pot and drank beer, according to the court documents cited below. When it came time for beddy-bye, Fleischman tucked A.C.O. into position and fondled him. When it came time to tidy up, A.C.O.'s socks proved handy for their efficacious absorbent properties.
Still, the Green Bay police officers merely took notes and still they merely filed them away.
However, it was not until nine months later, on September 7th, 2007, that the District Attorney decided to file charges against Fleischman, consisting of two felonies and three misdemeanors. Among them: Child Enticement / Give / Sell Drugs; Intentional Contributing to the Delinquency of a Minor; Child Enticement -- Expose Sex Organ; and Expose Genitals to a Child.
Fleischman posted a $20,000 signature bond and was given 90 days to move out of the neighborhood. He waited three weeks to hire an attorney, and he retained his position in the Republican Party.
All this time the media was silent on the subject, and it was not until October 10th that a blogger named Goofticket posted the item on a local site. Finally, the next day the Gannett-owned local paper took note. The Republican Party announced Fleischman's resignation on October 11th.
Fleischman's court date was set for October 29th, and apparently the District Attorney's case depended on the cooperation of A.C.O.
A.C.O. was a no-show, and so was Fleischman (surprise!) All five charges against Fleischman were dropped. Milwaukeeworld has contacted Brown County Assistant District Attorney John F. Luetscher to ask if charges will be reissued, and more importantly, when? And if not, Why?
