Badger 2 Internet prices clueless

One of the follies of Badgernet 2 is the establishment of a fixed pricing system for Internet access. The state needs to take a market based approaches and demand pricing that reflects current market forces. For example, the state price schedule is:



Setting the bar at $75/Megabit shows the state's total lack a clue.
